An apology without change is permission to do it again
But an attempt usually leaves evidence. Someone seeks help, changes the conditions, gives warning themselves, acknowledges consequences without another two-hour interrogation. Doesn't demand immediate renewed trust just because feeling guilty is unpleasant. Sometimes, though, only the quality of the speech changes. Each successive apology becomes more convincing because they now know exactly which words you need to hear.
